The spongey rubber material on the underside of this stainless washer seals against both smooth and uneven surfaces. The concave shaped stainless backing maintains compressed tension when tightened between the fastening screw and work surface.

The EPDM material also prevents against water leaking around the penetration of the screw into the material (a waterproof seal).
